As we approach inauguration day, it’s an important time to reflect on the strategies and partnerships that make state-level policy wins possible. To that end, we are sharing a new case study that offers helpful insights on building powerful and resilient infrastructure for equitable state-level policy change.
In 2023, a surge of progressive policy wins in Minnesota led to many pundits and national funders referring to the progressive wins in Minnesota as the “Minnesota Miracle.” This case study provides the backstory to the inclusive movement and years of coordinated investment that drove impressive policy change in Minnesota.
“The “Minnesota Miracle” was not a miracle. These wins were the result of a strategy to build cross-movement infrastructure that required years of coordinated investment from democracy and climate funders working in deep partnership with field leaders.”
Since 2017, the Equity Fund has invested in long-term power and coalition building among a diverse group of grantees in the including many new to climate and energy. This report identifies a number of funding strategies that supported the growth in the power of the movement and to a range of policy victories over this period, notably the passage of a statewide 100% clean energy requirement by 2040.
After the passage of the Minnesota’s 100% clean energy legislation Climate Advocacy Lab begin working on a case study documenting the Coordinated Investments and Strategy that Built the Power to Win Equitable Climate Action in Minnesota. This case study included dozens of interviews with our peer funders and grantees.
